For the third consecutive year, the Institute of Public and Private Policies (IP3) has conducted the Open Budget Survey, a global initiative funded by the International Budget Partnership (IBP). This survey is the world’s only independent, comparative, and evidence-based research tool that assesses key aspects of governance and accountability: Budget Transparency, Public Participation, and Oversight.
On May 29, 2023, IP3 hosted a virtual event to present the latest findings from the survey. The event gathered experts from various countries who shared their experiences and best practices in promoting open and inclusive budgeting processes. Participants emphasized the role of the national budget as a critical tool that reflects government priorities while addressing community needs.
Key issues raised during the discussion included:
-
The challenges countries are facing amid the impacts of war, climate change, and rising debt levels
-
The connection between open budgets and democratic resilience
-
Strategies for increasing budget transparency
-
Strengthening the credibility of public budgets
-
Addressing inequalities and advancing social justice through fiscal policy
As part of the exchange, several key recommendations were proposed:
-
Encouraging public participation during all stages of the budget cycle through innovative methodologies
-
Enhancing cooperation between governments and civil society organizations
-
Identifying mechanisms to improve budget efficiency
-
Designing public policies that promote equity and inclusive development
-
Emphasizing the role of media in raising public awareness about budget processes
The Open Budget Survey continues to serve as a vital instrument for improving accountability and citizen engagement in public finance.
